The City is applying to rezone four lots from P-2 Special Institutional and RS-1 One-Family Residential to RM-3 Multi-Storey Medium Density Apartment Residential. The project is consisted of two different rezoning application (PROJ 21-119 and PRO 21-031). The information in this post regards to PRO 21-031. In addition, the applicant requests the transfer of approximately 5,481 sq. m. (59,000 sq. ft.) of rental density from 560 Sydney Avenue to the subject site in exchange for an equivalent amount of strata residential density.
In 1969, the City donated the lands located at 560 Sydney Avenue to the Burquitlam Senior Housing Society to construct a seniors’ housing facility. The property ownership reverted back to the City under the terms of a covenant on title.
In 2019, Council committed to replacing the seniors’ housing by leasing a different City-owned site to a non-profit seniors’ housing provider. The subject properties at 594, 596, 600 and 602 Sydney Avenue were later selected as the most feasible development site.
The 2,845 sq. m. (30,625 sq. ft.) subject site is designated Medium Density Apartment Residential in the Burquitlam-Lougheed Neighbourhood Plan (BLNP) and is located one block south of Austin Avenue. The property is relatively flat, sloping approximately 4.9 metres (m.) (16.1 feet (ft.)) from southwest to northeast.
The subject development application does not propose construction at this time. Should Council approve the proposed rezoning, the current owner would retain ownership of the subject site and lease it to a non-profit seniors’ housing provider, who would be required to apply for a subdivision and development permit to facilitate any future development.
